France-Algeria Relations: Between Historical Tensions and Strategies for Reconciliation

An Unprecedented Context of Tensions Between Paris and Algiers

For several decades, relations between France and Algeria have oscillated between crises and attempts at reconciliation. However, recent events mark a troubling turning point. The current hostilities, fueled by political and historical disputes, represent one of the most strained periods in the past twenty years.

The Origins of the Crisis

The crisis traces back to July 2024, when President Emmanuel Macron recognized Morocco’s sovereignty over Western Sahara. This move angered Algiers, a historic supporter of Sahrawi independence. The disagreement quickly escalated with incidents such as the arrest of Franco-Algerian writer Boualem Sansal and accusations regarding Algerian influencers threatening regime opponents on social media.

Mutual Provocations Deepening the Rift

The situation worsened when four Algerian influencers in France were arrested, with one facing an unsuccessful deportation attempt to Algeria. This incident reinforced France’s perception of a deliberate “humiliation” orchestrated by Algiers.

In response, French Justice Minister Gérald Darmanin proposed revoking visa exemptions for Algerian diplomatic passport holders. These passports, widely distributed by the Algerian regime to influential families, have become a focal point of tension. This retaliatory measure highlights the growing spiral of reprisal between the two nations.

The Failure of Memorial Reconciliation

Efforts initiated in 2022 by Emmanuel Macron to foster memorial reconciliation between Paris and Algiers now appear stalled. The challenges in dialogue stem largely from the Algerian regime’s persistent use of colonial history as a tool for internal political leverage.

On the French side, Macron’s initiatives, sometimes seen as overly cautious, have also limited their effectiveness. This situation underscores a lack of mutual willingness to break free from a cycle of historically driven opposition.

The Role of Pro-Moroccan Diplomacy

France’s recent pro-Moroccan diplomatic stance has further exacerbated tensions. While Rabat continues to strengthen its international position, Algeria views this shift as a betrayal. This diplomatic realignment also reflects France’s growing frustration with Algeria, perceived as stagnant in its repressive internal dynamics.

How to Resolve the Crisis?

To ease relations, a balance between firmness and dialogue is essential.

1. Necessary Firmness Against Algerian Provocations

France must adopt a clear stance on Algiers’ actions within its territory, such as alleged influencer manipulation or attempts to export repression.

2. Avoiding Aggressive Rhetoric

In France, certain political figures and media outlets are fueling tensions with alarmist rhetoric. These stances, often driven by electoral motives, risk deepening divisions among Franco-Algerian communities and bolstering the regime in Algiers.

3. Protecting Algerians in France

Most Algerians living in France are well-integrated and law-abiding. Associating them with the Algerian regime’s policies would be a mistake, potentially marginalizing them and pushing them towards loyalty to a government they often reject.

Toward an Uncertain Future

The relationship between France and Algeria remains fraught with deep disagreements. Resolving the crisis requires a balanced approach that combines respectful dialogue with firmness against provocations. To prevent these tensions from spiraling out of control, both nations must set aside historical grievances and build a solid foundation for a mutually beneficial partnership.
